days after a major attack now concerns that syria's war could claim another country. >> shep: plus the n.f.l. investigating whether they used glue to help players get a grip on the ball. a sticky situation for the san diego chargers. >> shep: first, two hours to go until the final face-off between president obama and governor mitt romney. in boca raton, florida, tonight's topic, foreign policy. they said the president would be the favorite, analysts said. that was before the attack on the u.s. consulate in benghazi that killed the ambassador to libya and three other americans. since then the president has been slipping in the polls. look at the latest survey here in florida. a crucial swing state. last month, president obama had a nine-point advantage on foreign policy among like ri voters, now it's down to one

point. that is a statistical tie. then the state of ohio, obviously another key battleground state. president has lost six points on foreign policy there but his lead is still outside the margin of error. among likely voters nationwide there is a new post poll that shows the president's lead on handling international affairs has dropped from seven points to three points, a statistical tie. tonight we're learning more about what intelligence officials told the president about the consulate attack after it happened. at the last debate he called the attack an act of terror the very next day. five days later, the u.s. ambassador to united nations went on the sunday morning talk shows and said it was a spontaneous reaction to protests over an anti-muslim video. susan rice says that is what intelligence officials were telling her at the time and she passed it along. they were reportedly giving the president the same information.

that is according to the reporting of the "wall street journal" which our parent company owns. carl cameron and ed henry is live in boca. we're learning near nau details about the president's daily intelligence briefings? >> this is most sensitive intelligence that gets to him. you know the white house is taking a beating for changing their story about the reaction to the terror attack in libya. this leak, what it does it points the finger to the c.i.a. and blames them for the intelligence. what this information the "wall street journal" is saying is the c.i.a. for more than a week after the attack told the president and top aides this was a spontaneous retook a protest, not necessarily a terror attack. what is confusing about that, as you know, after the last debate the president's story within 24 hours of the attack he believed it was a terror attack. was he then getting ahead of the c.i.a. intelligence? it adds more confusion to the story. bottom line one of the top

a handful of key battleground states. ohio chief among them. that state has accurately picked the president in the last dozen elections. today vice president joe biden tried to push it in the president's column. >> early voting citizen that voting will be opened for extend hours. that means you can vote any time between 8:00 and 7:00 p.m. sooner you vote the better momentum. folks, go vote. >> shep: early voting officially begin in colorado. that state has gone republican eight of the last nine elections only exception is 2008 when president obama captured it. paul ryan campaigned there and told voters start casting your ballots now. >> early voting starts today. i'm saying, help us, we need your vote. help us get this country back on the right track.

we can do this and get this done. >> shep: vice presidential candidates campaign, shifting to top of the ticket as obama and romney are set for the last showdown. carl cameron this foreign policy debate don't really matter. this one, is it different? >> reporter: absolutely. historically foreign policy debates hasn't had that much impact. the last one has been less important. two weeks before the election this is a real sprint. it has shown in the debates it can change the trajectory and momentum a little bit. more romney won the first one, second one, they didn't change much. the complexity of the foreign policy issues the substance will be very carefully analyzed. as it was in the first three

debates will be style. watch how they handle the questions. they will be seated together. anything that might seen as undiplomatic will also be judged not only in substance but also on style. >> shep: a rough history with elections. they are worried about the possibility of voter fraud? >> the nightmares of 2000 recount, butterfly ballots and everything else. a taste of what may be coming. secretary of state of the state of florida issued a letter and warned that in multiple counties there have been discovered letters that are counterfeit and frauds but they claim that some voters may be ineligible and they need to report back and check on it and try to get it fixed in the next 15 days. it weeks of voter suppression. secretary of state is investigating it. romney campaign putting out a statement they are deeply

concerned about it. this is type of thing in the final sprint can suppress voter turnout. it's very much in the early stages and there will be a lot more of it in the next 15 days. >> shep: thanks, carl. chris wallace back in d.c. handicap this thing, would you? >> interestingly enough, this may seem counter intuitive but i think obama feels that they have to do more in the camp than the romney camp feels. you would think the challenger needs to do more. when i tubing o talk to top officials in romney, romney needs to show that he is sober and solid. he is plausible president. obama camp talks about drawing con trachts and going after romney on a variety issues. they'll talk about his trip to europe this summer as a bun

ghrer. they will talk about saying russia is our top political foe. you may see more offense from obama and romney is going to play it closer to past the threshold. i don't think he is going to litigate all the complex it's of libya. it shows the failures of obama as president but i don't think they are going to get into who said what in the rose garden and time line. >> shep: it sounds like you are describing the hypothetical in a vacuum of a man who thinks he runs out the clock he wins? >> i think they feel all they need to accomplish, romney camp, is to show she presidential material. she plausible president. that he is commander in chief. he doesn't have to take down obama. they are prepared if it gets ugly. when i asked him, are we going to see a repeat of the townhall

>>. >> shep: all right, getting ready for tonight's debated in boca raton. unlike last week's debate, they will be sitting at a table with the moderated are that happens to be bob schieffer from cbs news. just like biden and paul ryan at their debate. the focus tonight will be primarily foreign policy the here are the topics. america's role in the world. longest war, afghanistan and pakistan. israel and iran. the changing middle east and the new face of terrorism and the rise of china. bob schieffer says people pay too much attention to the moderators. he says, quote, we are like the umpires.

you only hear criticism from the losing team. one topic that is likely to come up. rapidly deteriorating situation in lebanon. troops launching a major crackdown after assassination of a top official that sparked violence. today lebanese firm officials chased away gunmen. it follows friday's hijack bomb blast that killed a senior official that was critical of syria's regime in lebanon. we have video and you can see people at the outdoor cafe when the explosion sent shards of glass raining on people's heads. lebanon shares the border with syria, i'm sure you know. it's been locked in a horrible civil war. activist groups estimated more than 30,000 people have died in

the last year and a half. now there are real concerns among analysts the violence isn't spilling across the border but it could ignite a conflict all across the region. jonathan hunt has traveled and record in that region often including in lebanon and beirut. authorities are clearly trying to keep a lid on this. >> and struggling mightily to do that. we saw violent street protests not just in beirut but in other cities including the northern city of tripoli. the army moved into the streets of beirut and tripoli and they did later today get some measure of control the tensions remain very high, indeed, amid suspicions that the car bombing was carried out by syrian agents with the sole purpose of silencing their critics in lebanon. listen. >> there is a natural tendency for the syrians to to want to

exert control over that country. then, of course, you have the players, hezbollah and hamas, all those are in play in this particular case. lebanon becomes in essence the proxy war that could take place if we're not careful. >> reporter: and nobody wants that proxy war, hence a call from u.s. state department officials for all sides in lebanon to exercise restraint to try to achieve calm. >> shep: history tells us that may be difficult. >> reporter: you look what arab spring has turned out to be across the region. much less about freedom, much more for a battle for control between shea and sunni muslims. take a look the 27% sunni and 27% shea and there is a large christian population the majority of marinite christians.

>>. >> shep: more ahead on the final debate here in boca raton. first new allegations of cheating in the n.f.l. the league is reportedly investigating whether the san diego chargers used a banned sticky substance that would make it grip to a football better. fox sports was first to report on this potential scandal. during last monday's loss to denver an official spotted the chargers equipment manager on the field with some kind of stick can i on a towel. that official tried to confiscate the towel suspecting players were passing it around on the sideline. they banned the sticky sprays about 30 years ago and if it find the team guilty san diego could face a fine and lose a draft pick. trace, what are the chargers

saying about this. >> reporter: they are cooperating with the investigation. just a short time ago the head coach noel turner said nobody from the chargers used anything against the broncos on monday night. the chargers use a towel like a lot of other teams to dry off footballs, gloves and arms. n.f.l. is still looking into that towel. also some sticky tape that was found inside the equipment manager's pocket. as you saw the game monday night the chargers were using stickum didn't help you. >> see a cause and effect of people wanting to cheat. if you are going to cheated you wanted to see desired outcome. if you are going cheat do it right. show up on the field and win the game. >> reporter: we should also note the chargers have dropped, despite 3-3 recorded fewest number of passes in the national

football league. >> shep: they are battling with their fans. >> it's not often you see a professional football fans that calls out their fans but it happened in san diego when the team's spokesperson on the website said, quote, what is with you people. monday night's loss was bad, now get over it. it was loss. one loss. time to take a chill pill. the chargers' fans have been for the past couple days have been vocally criticizing that statement. there are these constant rumors that the san diego chargers are about to become the los angeles chargers. >> shep: a chill pill. trace, thank you. >> and they are predicting the president will fail.

final debated. tonight the topics are all about foreign policy. we're expecting to hear a lot on iran and deadly attack in libya. obama campaign has claimed that governor romney doesn't have the foreign policy needed to be president. today the campaign released a memo from john kerry who is widely considered to be secretary of state if the president is re-elected. in that memo, the former presidential candidate and senator said, governor romney is an extreme and expedient candidate who lacks judgment and vision so vital for the oval office. with us right now is foreign policy advisor, congressman, good afternoon. >> good evening. >> shep: i read in the "new york times" and number of other publications and reminded us that so many voters in recent polls have said they don't care anything about foreign policy. in fact, in colorado, virginia and wisconsin, fewer than 10% said it was something they cared

a lot about. but it's about proving to be a good leader? >> that is true. people don't care about foreign policy until it hits us like a tons of bricks. that was the case in carter administration and hostage situation. people are starting to focus on foreign policy because we have four brain americans killed in what is u.s. nert libya. it was supposed to be safe. one of --. >> shep: libya was supposed to be safe. >> according to this president the world has changed. he gave the speech cairo. so again we have a president who has been telling the american people that things are safer that al-qaeda is on the run yet real reports that al-qaeda is strengthening in the middle east. they have attacked us fort hood

was a terrorist attack that this administration has yet to admit. then we lost an ambassador first time in a generation. so now, people are focusing on foreign policy i think. >> shep: the polls indicate that is not yet the truth. i don't know if you are right or not. it makes certain they would. how do you make that point that in the minds of governor romney and his surrogates that this thing was done wrong, that maybe somebody might have fibbed a little point and not overreach as a couple republican strategists they fear that he might? >> you have to look at the whole policy. that is one of manifestations of failed obama policy. we have an administration whether their own spokesperson or state department spokesperson that can't answer a simple question as to what is the capital of israel. it's clear that it is jerusalem. we have an administration after a horrible attack for days,

including the president of united states mentioned about the video. now he says he knew it was terrorist attack -- which one was it? so it's from "a" to "z", reset with russia, that worked really well, didn't it? or to the castro brothers while they still hold an american hostage. >> shep: so that is going to resonate across america? >> it's a pattern frankly not having an idea of how to treat our allies, our friends and then or adversaries. an administration that is much tougher on allies like israeli like russia or enemies like iran. >> shep: how has the administration been tougher on israel than iran? >> you have him after the elections i'll have positive

>> shep: if you are advising the president how to get past this issue of libya, what would you tell him? >> i don't think we have to get past it as an issue. i think the president is going to spend tonight, some time discussing it. your lead in is appropriate part of the story. president ordered an investigation into everything that happened so that most importantly we can make sure this never happens a again and hunted down those are responsible and do something about it. he'll speak about that tonight. he'll speak about whole host of issues, from iraq and afghanistan and broader fight against al-qaeda and what we have to do to keep our country strong and safe as we have under the steady strong leadership of barack obama. >> shep: what the republicans are suggesting is the president knew because the security folks knew so he knew soon enough but

misled us all so it wouldn't be a campaign issue and he went on to do a fund-raiser? >> again, getting attacked by republicans on intelligence failures. the president has been clear on this. nobody misled anybody. nobody it was seeking to divert attention from anything. this president has said and spokespeople have said the information that they provided was exactly what they knew, when they knew it. as you mentioned, "wall street journal" record just today that for ten days the intelligence can community was telling the president exactly what representatives of our government were telling the american people. is that something we need to get the bottom of? you bet it is. >> shep: a new poll is out from diane sawyer on "world news tonight." it indicates that governor romney is virtually tied with the president entrusted to handle terrorism. that represents a good shift in this poll by abc news.

is it possible this attack in benghazi has been part of this in your estimation? >> it's a good question. i don't know, but i think they will talk about this directly tonight. we'll have a chance to talk about the fact that this president promised to pull our troops out of iraq and end that war, redouble our efforts in afghanistan because commanders on the ground in 2008 wanted more troops to take on the taliban and take on al-qaeda. that is what we have done. we have upped the tempo of our strikes against those in al-qaeda, not just in afghanistan but around the world. we've decimated their senior leadership taking them off the battlefield as a result of that. i know the president is anxious to talk about this with governor romney. >> shep: at the same time a year or so we were in the middle of a war in libya that was war over there and all of a sudden -- well, we're left with this.
